Anita Bastiaans als kandidaat wethouder Volt Maastricht

Beste Volters,

Met veel trots hebben wij, de fractie van Volt Maastricht, dinsdagavond 12 april bekend gemaakt dat Anita Bastiaans onze kandidaat-wethouder is geworden! Dit besluit is uiteraard in goed overleg met het Zuid-Limburgs bestuur, het Nederlands bestuur en onze oud-kandidaat genomen. We hebben met sommigen van jullie hier ook over kunnen praten in onze open vergaderingen afgelopen week in Kerkrade en in Maastricht. In deze brief willen we jullie meenemen hoe wij tot dat besluit zijn gekomen en hoe de afgelopen week is verlopen. 

Op donderdag 7 april kwamen de informateurs met hun verslag van de gesprekken met de zestien Maastrichtse fracties. Zij stelden voor dat er een brede coalitie werd gevormd van Senioren Partij Maastricht (SPM), CDA, GroenLinks, D66, PvdA, VVD en Partij Veilig Maastricht (PVM).  Hoewel dat zou betekenen dat Volt niet in de coalitie zou plaats nemen, sprak onze fractie in de Geusselt-bijeenkomst expliciet uit voorzichtig positief te zijn over het voorstel. Die positiviteit is gelegen in twee belangrijke beloftes: ten eerste een minder dichtgetimmerd coalitieakkoord met een duidelijke rol voor oppositiepartijen en ten tweede het behoud van Bastiaans als wethouder. 

Helaas moesten wij meteen concluderen dat er kritiek kwam over dit voorstel vanuit verschillende partijen – zowel binnen als buiten het voorgestelde college. Zo is al snel de democratische legitimiteit van het inzetten van een onafhankelijk wethouder onder druk komen te staan. Bastiaans is een buitengewoon capabele wethouder die veel draagvlak geniet, zowel in de politiek als in de stad. De kritiek die wij hebben waargenomen, was aanleiding voor de Maastrichtse Volt-fractie om met Bastiaans in gesprek te gaan. De uitkomst van de gesprekken was dat zij graag de kandidaat-wethouder namens Volt wil zijn.

Toen we dit besluit kenbaar maakten aan de andere partijen toe hebben we erbij gezegd dat Volt bescheidenheid paste en de grote partijen eerst aan bod zouden zijn. Op woensdagmiddag 13 april stond er namelijk een eerste poging tot een coalitiegesprek op de agenda van de informateurs. Omdat dit gesprek met de zes grootste partijen (SPM, Groen Links, D66, CDA, VVD en PvdA) van de stad was, waren wij – begrijpelijker wijs - niet uitgenodigd.  Die partijen kwamen diezelfde avond tot de conclusie dat de coalitie in deze vorm niet ging werken. Hierdoor is de situatie in rap tempo veranderd: woensdagavond kregen wij het bericht dat Volt was uitgenodigd voor een volgend coalitiegesprek met SPM, PvdA, D66, CDA en VVD.

Zoals jullie weten hebben we de verbinding altijd centraal gesteld in onze campagne. Inhoudelijk heeft dat voor ons betekend dat we niet alleen Maastricht meer willen verbinden met haar Europese buren, maar ook dat we Maastrichtenaren met elkaar beter willen verbinden. Zo willen we een stad creëren die er is voor álle inwoners. Bastiaans met haar werk op het sociale domein, kan daar een cruciale rol in spelen. Daarnaast hebben we de afgelopen weken ondervonden dat er ook meer verbinding in de politiek zelf nodig is: tussen coalitie en oppositie, links en rechts, progressief en conservatief en tussen fracties en bestuurders. We hopen dat wij als Volt, nu samen met Bastiaans, het cement tussen die partijen kan zijn.

Dear Volters,

With great pride we, the Volt Maastricht city council group (fractie), announced on Tuesday evening April 12th that Anita Bastiaans has become our candidate as executive city councillor (wethouder) on behalf of Volt! This decision was made in close consultation with the South-Limburg board, the Dutch board, and our former candidate for this position. We have also had the opportunity to discuss this with some of you in our open meetings last week in Kerkrade and in Maastricht. In this letter, we would like to share with you how we came to that decision and how the past week went. 

On Thursday, 7 April, the informateurs (civil servants) presented their report on the talks with the sixteen elected parties. They proposed forming a broad coalition of Senioren Partij Maastricht (SPM), CDA, GroenLinks, D66, PvdA, VVD and Partij Veilig Maastricht (PVM). Although this would mean that Volt wouldn’t take place in the coalition, we expressed that we were cautiously positive about the proposal. This positivity was based on two crucial promises: firstly, a less dense coalition agreement with a clear role for opposition parties and, secondly, to keep Bastiaans as executive councillor. 

Unfortunately, we immediately had to conclude that this proposal was criticised by various parties - both within and outside the proposed college (local government). This way, the democratic legitimacy of employing an independent executive councillor was quickly subject to discussion. Bastiaans is an exceptionally capable councillor who enjoys wide support, both in politics and in the city. That is why, when we observed this criticism, it prompted us to get in contact with Bastiaans. The outcome of the talks was that she would like to be the wethouder candidate on behalf of Volt!

When we made this decision known to the other parties, we emphasised Volt’s modest position: the larger parties should take the initiative first. On Wednesday afternoon, 13 April, a first coalition conversation was scheduled. Because this meeting was with the six largest parties (SPM, Groen Links, D66, CDA, VVD and PvdA) in the city, we were - understandably - not invited.  That same evening, the parties concluded that a coalition in that shape was not going to work for now. As a result, the situation changed rapidly: on Wednesday night, we received a message that Volt had been invited to the next coalition meeting with SPM, PvdA, D66, CDA and VVD.

As you know, we have always put connection at the heart of our campaign. In terms of policies, this has meant that we not only want to connect Maastricht more with its European neighbours, but also that we want to better connect Maastricht people with each other. In this way, we want to create a city that is there for all its inhabitants. Bastiaans, with her work in the social field, can play a crucial role in this. In addition, in recent weeks we have experienced that another connection is needed, namely in politics: between coalition and opposition, left and right, progressive and conservative, and between political parties and governing politicians. We hope that Volt, together with Bastiaans, can form the glue between these parties.
